Under the deal, both companies will work with CHSRA to oversee the contractors who will be selected to design and build the initial 30-mile stretch of California's high-speed rail project that will run from Madera to Fresno.
The PCM contract will be carried out at the Central Valley construction site with the design-build contractor, under which Wong-Harris would get $34.9m based on actual work performed.
California High-Speed Rail Authority CEO Jeff Morales said that the project has been given to California-based firms with experience in transit delivery and design-build programmes in California and around the nation.

"They have also achieved the authority's goal of having 30% small business participation, and of the small businesses that will provide PCM services, over 50% are located in the Central Valley," Morales said.
The two companies will be responsible for offering additional oversight of inspection and testing, construction safety and security, technical and environmental compliance, document control and public outreach to ensure that construction is managed properly.
CHSRA is responsible for planning, designing, building and operation of the 800-mile California high-speed train system, which is expected to cost $68bn.
Following completion in 2029, the rail system will be capable of operating trains at maximum speeds of over 200mph, linking the major urban centres of San Francisco and Los Angeles and eventually extending to Sacramento and San Diego.
