FTA approves $1.55bn funding grant to HART Honolulu rail project

The US Federal Transit Administration (FTA) has agreed to sign a full funding grant agreement (FFGA) with the Honolulu Authority for Rapid Transportation (HART) to provide $1.55bn in federal funds for the $5.2bn elevated-rail project in Hawaii.

After signing the agreement, HART will receive $200m in FTA's New Starts funding for fiscal year 2012 for the Honolulu rail project.

The high-capacity transit project will involve the construction of a 20.1-mile elevated rail line running from East Kapolei to Ala Moana Center, passing through Honolulu International Airport.
The line, scheduled to open in 2019, will serve 21 stations in communities including Waipahu, Pearl City, Aiea, Kalihi, Chinatown, Downtown Honolulu and Kakaako.

New stations will be built at activity centres such as UH-West Oahu, Leeward Community College, Pearl Highlands, Pearlridge, Aloha Stadium, Honolulu International Airport and Honolulu Community College.
The project is planned to be completed in four design and construction phases, with the first phase covering the portion between East Kapolei and Pearl Highlands, including the construction of a maintenance storage facility and yard.
The second phase will be built from Pearl Highlands to Aloha Stadium, while the third section will be constructed from Aloha Stadium to Middle Street, and the final will continue to the Ala Moana Center.
HART received final approval from the City Council in June 2012 to borrow $450m for the $5.27bn project.
